We could not affect the nomenclature or organization, yet how could we improve people’s ability to understand the section names?

We explored a few solutions:

• Providing a description of the section
• Providing a links to a few sub-sections, plus a “more…” link.
• Providing links to all of the sub-sections.

We ultimately chose listing all the sub-pages under each main section. This would both explain what the section names represented and it would allow the user to navigate more quickly to their desired page; this was especially valuable because the main section pages were merely navigational pages with no content.
